200 units of Navy housing have been completely rehabilitated
to provide comfortable living environments. The housing is
a mix of apartment buildings and small cottages featuring
individual yards and common play areas. Most housing is for
permanent residence, though some units are available on a
transitional basis for up to two years.

ELIGIBILITY CRITERIA
APPLICANTS MUST BE:
• Homeless at the time of application (i.e., living
on the streets or in a shelter, transitional housing)
• Income must be less than 50% of Area Median Income.
Some units have lower maximum income levels (See Income Limits)
• Household composition must meet occupancy limits described
below.
WHAT IS THE RENT?
• Eligible households will pay 30% of their household
income in rent as calculated under HUD regulations.

Directions: West Ranger is located on the site of the Alameda
Naval Air Station. Entering from the Atlantic Avenue entrance
to the base, take a right turn on Pan Am Way and a left turn
on West Ranger. Or take AC Transit Bus #31 from downtown oakland.
PROCESS
Completed applications will be placed in a random lottery
which will determine the order in which applications are processed.
It is the applicant’s responsibility to provide property
management with current information on how they may be contacted
to schedule an interview. Applicants will be contacted and
interviewed for eligibility depending on appropriate size
unit availability and selection criteria for this housing
program. The waiting list is kept for one year.

REJECTION CRITERIA
Applications may be rejected for any and all of the following
reasons, consistent with HUD guidelines:
• If the applicant does not meet the eligibility criteria
(see above).
• If the application is incomplete or submitted past
the deadline.
• If false and/or misleading statements on are made
on the Housing Application
• If the applicant has a criminal conviction for acts
of violence, or physical abuse or drug-related activity or
is a registered sex offender.
• If the applicant fails to provide documentation of
any specific qualifications required for unit.
